The İŞKUR Youth Program is an active workforce program that aims to help university students adapt more easily to the labor market and increase their employability. This program is organized by the Turkish Employment Agency in cooperation with state universities. The program aims to equip students with knowledge, skills, work habits, and discipline. It is implemented in accordance with Public Financial Management and Control Law No. 5018, published in the Official Gazette No. 25326 dated December 10, 2003. This program, which lasts a maximum of three days a week, provides students with short-term insurance coverage and earns a daily wage.
What is the purpose of the program?
- The İŞKUR Youth Program aims to help university students adapt to the labor market and increase their employability. It aims to equip students with necessary skills and work habits.
How is the program implemented?
- Work is permitted for a maximum of three days per week. Daily working hours are 7.5 hours. Work may also be permitted on Saturdays and Sundays at the university's discretion.
Is there insurance for participants?
- Yes, participants receive short-term insurance. (General health insurance covers work accident and occupational disease premiums. It does not contribute to retirement.)

Applications are accepted through the İŞKUR Youth Platform (https://genclik.iskur.gov.tr/), the İŞKUR Mobile app, the İŞKUR e-branch (https://esube.iskur.gov.tr/), or Alo 170. In cases of necessity, applications can also be submitted through provincial directorates or service centers.

What payments are made to students?
- Payments are calculated daily, and the daily rate is 1,083 TL. Payments are made based on weekly attendance. For example, if a student attends one day a week and attends four days a month, they will receive 1,083 TL x 4 payments at the end of the month.
What are the participation requirements?

Being a Turkish citizen, being over 18 years of age, not having been insured at the university within the last year, and being a regular student at the university are required. Not receiving an old-age or disability pension.

Must not have been insured within the last month before the application date and must not have been insured on the program start date. Additionally, other requirements specified by the İŞKUR Youth Program must be met.

Which students are eligible to apply for the program?

Associate, undergraduate, master's, and doctoral students are eligible to participate in the program.

Open education, distance education, or students whose registration has been suspended are not eligible to participate.
What is the household income requirement?

Household income must not exceed three times the net minimum wage.

If a student lives in a dormitory, they are exempt from the income requirement.

If they live with their family, their family income is taken into account.
How long is the absence period?
- If the program duration is less than six months, they are entitled to seven days of leave, and if it is longer, they are entitled to up to ten days of leave.
